Every referral enters a structured triage queue. Within one working day, a Hub administrator checks that the submission is complete, validates the needs assessment and risk information, and confirms the urgency level. The referral is then assigned to an experienced commissioner who reviews housing, care and clinical requirements against the individual's preferred area, exclusion criteria and move timeline. Only once this review is complete does the referral progress to matching.
